Setup OSUOSL mirror for Downloads

OSUOSL offered to host a 2nd copy of our downloads on their service.

TODO:

1. Add their account/key to downloads
2. Provide a rsync type command they would use to pull the data.
3. Test the urls from our end and add as load option to our download server.

Setup info:

I just need an rsync endpoint/URL and the rsync command you use for syncing.

Found some old notes from 2015 from Martin

From my perspective I'd say no individual account is required. Let's
keep the profile as low as possible and instead provide an Rsync-
service to OSL, they just need to provide an IP address they use for
pulling from Rsync.

Sounds like a rsync service, with a limited IP range, read-only would suffice. Do we wait for migration to new download container or implement now?
