Permalink of members can not be changed

Some how the permalinks get their name, and once set it can not be changed.

For example: ​https://www.osgeo.org/member/gonzalez wants to be changed to ​https://www.osgeo.org/member/mapanauta

Although awe don't want changes often, because those links can be used in blogs, presentation cards, etc, we need the ability to change them.

• when recently created, and the links are not used anywhere
• when because of language a name can be a "bad word" in other languages

Then website administrators should be able to do changes upon request.
