Create Express install option

Description

As discussed, the user should be given an option for an express or advanced install (where advanced is the current package interface). The express install would give only a short list of options for the user.

Preliminary express install support implemented (r1020). This has only MapServer, GRASS, Apache and GDAL in the express package list.
