Unable to publish txt files on wordpress

Provides a landing page for the following:

• ​https://www.osgeo.org/wp-content/uploads/osgeo-bsd-license.pdf
• ​https://www.osgeo.org/wp-content/uploads/osgeo-bsd-license.txt

While both are accepted as attachments, clicking the second osgeo-bsd-license.txt link produces an error!

This is needed to port the following content:

• ​http://old.www.osgeo.org/content/foundation/legal/licenses.html (contains six document attachments)
