• Create wiki page to hold the charter member list
• change the link above to the wiki page

There is a charter member page that can be used: ​https://wiki.osgeo.org/wiki/Charter_Members

proposal: copy/paste the list on old.osgeo to the top of this wiki when the filter is ready then remove the list and leave this page to its current status (currrent = as of jan 14,2018) with the link pointing to the filter

As noted that is a historical page - the last section is the only "charter" members:

I cannot tell if we were too lazy to rename "charter members" to "voting members" when deciding to add people through nomination, or if we were trying to avoid hurting people's feelings....
