Outline steps needed to configure LDAP for SSH login on a VM

Description
We should probably have instructions on both
1) Using an OSGeo hosted VM 2) And one on Cloud Hosted (assume Debian8 or higher) as we currently have for beta website.
I think this will also serve other groups such as QGIS, PostGIS which have their own servers (not on OSGeo hardware), but may want to integrate OSGeo LDAP services.

Those are specific to debian 9. The instructions I don't have worked out for debian 10 as they seem ed to have moved things around.
I'll move to wiki once I have ti a bit organized for general organization

Here is the outline for doing it on debian 10 which changed a few things since debian 9 that made instructions required a bit different.

I think I have the instructions down-pat now after having to do it twice already. So I'll write down on wiki somewhere and have someone verify.
