Need to rename the whole "Quantum GIS" Nabble forum to "QGIS"

I know, this one is tricky. But it has to happen. Now or never.
It will of course break existing links to the forum (see text of url at http://osgeo-org.1560.x6.nabble.com/Quantum-GIS-f4099105.html)
This was again requested by Andreas Neumann (https://lists.osgeo.org/pipermail/qgis-user/2017-January/038847.html).
I think we should just hit the big green button for this change, and live with the consequences. I also think that the QGIS PSC is about to publish this forum to its users, so this is a great time to make this change.

Ok I've changed the names for those other lists. Note that the link DOES change: see text in this link to the full QGIS forum http://osgeo-org.1560.x6.nabble.com/QGIS-f4099105.html (gone is "Quantum")

Yes, links change but the old ones still work because only the ID is taken :-)
Changed, and because Nabble actually don't care about the text before the ID, links are not broken :-)
