Fix drupal FS permissions for mapguide.osgeo.org

Description

Just like #1662, the permissions for /var/www/drupal/sites/mapguide.osgeo.org/files needs to be fixed so it is writable and directories can be created under it by users under the web group.

That way, I can also upload and restore broken links to MapGuide Web API documentation as well.

Done. Please see if you can find a way to set the UMASK yourself upon writing files, should be 0002 instead of 0022 for things written under those dirs to keep being writeable by the web group
