Tom, I have removed the "Authenticated" group permissions in the admin panel. This seems to be how the mapserver trac was made read-only. Now only the particular admins (hobu, rouault and warmerdam) should be able to update things. Could you confirm that you can't update things on proj.osgeo.org when logged in as tomkralidis? If so, you can close this ticket.
