Set up user, dev and announce mailing lists for the STDM project to develop the QGIS Plug-In and PostGIS data schema.

@Arnulf,

  • do you think archives at OSGeo Nabble forums are needed?
  • I'll put you and myself as admins until someone from the project takes the role
