Upgrade Sphinx to 1.2b3 on ProjectsVM

Description

The MapServer documentation systems now requires the latest build of Sphinx (1.2b3) in order to leverage its new internationalization features. We need to run this on the ProjectVM[1] to upgrade:

easy_install Sphinx==1.2b3

Frank added me to sudoers. Sphinx upgraded on ProjectsVM.
