Description
Currently anonymous users are able to enter and modify trac tickets in MapGuide Open Source. We are currently getting a lot of spam and hopefully requiring login will reduce this. The PSC has approved we change the behavior so that login is required before entering and modifying trac tickets.
Please make the change in behavior. Thanks!

It turns out this only required changes in the ADMIN pages to remove TICKET_CREATE and TICKET_MODIFY from anonymous and added it for authenticated.
This is done, and seems to be working properly.
