Remove or fix the commit hook on the PostGIS SVN repo

The commit hook is timing out on every commit, so each commit takes a very long time. I think it's the IRC hook, since it takes for every and no message ever reaches IRC any more.

Well, I'd like it to work, but I'll settle for it being commented out.

I'm configuring the postgis buildbots to do IRC posts anyway so we'll have plenty of chatter on our irc channel anyway.

I have commented out the ciabot entry in /var/www/svn/repos/postgis/hooks/post-commit

Let me know if the problem persists or you want it back.
