Every Windows Mobile–based device implements a set of security policies that determine whether an application is allowed to run and, if allowed, with what level of trust.

The easiest and safest way to manage the security configuration of your devices is to use dedicated tool

​Device Security Manager PowerToy for Windows Mobile 5.0.

In most cases, for software development purpose, you need to switch the security configuration to Security Off.
