problems with <PropertyIsEqualTo> and <PropertyIsGreaterThanOrEqualTo>

This is a bug reported by Nicol Hermann (mapserver@geoworld.de) with sample 
data to reproduce the problem :

 Further on i did some more tests. I found that all statements which
includes the 'equal' statement (<PropertyIsEqualTo> and
<PropertyIsGreaterThanOrEqualTo>) leads to a completely highlighted map
with wrong results. When i use the <PropertyIsGreaterThan> statement the
results are correct.
