You can't put a comment between two <NamedLayer> definition in SLD

Description 

If you put a comment between two NamedLayer, no more NamedLayer are
parsed. You can repreduce the bug exactly the same way than the bug 731.

This maybye the fix of bug # 731 will work.

Fixed in mapogcsld.c (r 1.42). Parse properly after comments (or other tags)
