[Docs] Several HOWTOs link to www2.dmsolutions.ca urls that have moved

Description 

Jeff, There are several howtos in the mapserver_docs directory that point to old
URLs that have moved to the maptools website.  The most common ones are links to
files under http://www2.dmsolutions.ca/mapserver/dl/... which have moved to the
maptools downloads area.  There are also links to docs pages for php_mapscript
and rosa for instance that used to be under http://www2.dmsolutions.ca/webtools/
and have moved to maptools.

Could you please review all documents in the 4.1 (main CVS) version and update
all links that have moved to maptools.  If you notice other broken links from
our servers that you cannot resolve then please let me know.

Milestone: → 4.2 release 
This should be done before the 4.2 release, i.e. ASAP.

BTW, please check all documents and not just yours. Including the translated docs.

I've went through all of the docs in the main CVS and removed references to
www2.dmsolutions.ca
