[WMS] Need wfs_onlineresource at the layer level for DescribeFeatureType

Description 

We need the ability to set wfs_onlineresource at the layer level to control the
DescribeFeatureType on a layer by layer basis.

Fixed in 4.1 CVS

It is now possible to set the wfs_onlineresource metadata at the layer level to
control which layers have a WFS url.

I also added DescribeLayerType to the Request element of GetCapabilities and
made a few small fixes in msWMSDescribeLayer()
