DescribeLayer response does not escape OnlineResource

Description 

When I use the following for the "wfs_onlineresource" METADATA in my MAP file 
(which is conventional according to the OGC specs):

http://localhost/cgi-bin/mapserv_41.exe?
map=c:/ms4w/apps/geodan_sample/map/sample_wms_wfs_server.map&

It will not be escaped (&) in the DescribeLayer response, so it generates 
invalid XML.
