The precompiled windows 3.3.011 has image problems w/ scalebars

Description 

When generating a ScaleBar I get an invalid .GIF image (using the gif version).

Doing the same task using the PNG version generates a valid image, but the 
background color gets set to a random value each time an image is generated 
(unless you specify a backgroundcolor attribute to the scalebar object in the 
map file).

These bugs happen in both the CGI and command line tools.

Status: new → closed 
Most likely a compile problem, but at any rate we're not fixing 3.3 bugs anymore
given the likely release of 3.5 on Wednesday (Dec. 12th) of this week.
