Reorganise documentation - TinoOWS and MapCache documentation should be moved out of the Mapserver documentation tree

Currently, TinyOWS and MapCache are placed inside the Mapserver documentation tree at arbitrary(?) locations. They should be moved to reflect their relationship / association with Mapserver.

I don't know what the best solution would be, but it could be possible to have three "root entries" in the documentation - Mapserver, TinyOWS and MapCache. The Mapserver root entry would contain the original Mapserver documentation (everything moved one level down). A less drastic (but perhaps less intuitive) solution could be to just move MapCache and TinyOWS below the Mapserver stuff in documentation.txt.
