use OGC SLD WMS 1.3 schema instead of GetSchemaExtension

Description
Why are we not using http://schemas.opengis.net/sld/1.1.0/sld_capabilities.xsd ? There is no need for GetSchemaExtension AFAICT.

I see now that we are using the sld_capabilities.xsd, which includes http://schemas.opengis.net/wms/1.3.0/capabilities_1_3_0.xsd (so sld_capabilities.xsd can be the schemaLocation straight away or not?), so that should be all we need to reference or am I missing something? What is the purpose of GetSchemaExtension at this point?
