Mapfile reference docs - info on reference map crosshair missing

See bug 120 for all the details.  The docs for the crosshair and marker in the 
reference map are missing in the mapfile reference for version 4.0 (but those 
parameters are there in the 3.6 version).

I want to close bug 120, so I am creating a separate documentation bug for you 
JF.  Hopefully you can fix this before the 4.0 release.

Ooops.  If I remember correctly that fix was done post-3.6 and post fork, so I
probably update done version of the docs but not the other ...

It'll be fixed in my next commit, which will be by end of day today.  I'm going
to add all sorts of other things to it while I'm at it. I'll send a message to
mapserver-docs with the details once I'm done.
