WMS 1.3 support in 5.4.0-beta3 incorrectly uses Extent tags in getCapabilities

Description
The WMS 1.3 spec has removed the Extent tag from the capabilities XML and moved the various attributes and values into the Dimension tag. Mapserver 5.4.0-beta3 is still creating the Extent tags.

I think you should add it to the 5.4.x branch so It will be in the release. Thx for taking care of this.
