If "wms_onlineresource" is specified "CONNECTION" should not have to be specified for a WMS layer

Description 

Currently, a WMS layer (CONNECTIONTYPE WMS) will not
load if there is no CONNECTION line in the layer
(except if there is a DATA line... - according to
Daniel Morissette).
It does not seem logical to me to require a CONNECTION
line to be specified when wms_onlineresource has been
specified in the METADATA section of a WMS layer.
