Problem with 330x Oracle Spatial polygons

Description 

Rafael reported a problem with native Oracle Spatial support when trying 
to load 3D polygons, specific polygons with 4th dimensions (x, y, z, m).
    When the user try to load this specific kind of polygons Mapserver crash 
without any warning message or report.
    This problem can be solve with a new conditions in controls statement in 
source code of maporaclespatial.c

This bug was fixed in the last version of maporaclespatial.c. Version 1.29.
