Need to apply the "related" section change (as in
http://ms.gis.umn.edu/docs/howto/phpmapscript-byexample) to the entire site.

References don't support the "related" portlet right now.  This needs to be fixed.

fixed reference manuals missing their "related" info.  Will leave this bug open
for any other "related" portlet glitches.

working properly.  i think any new issues should be a new bug.
