unclear error message w/identical TILEINDEX and NAME fields in map file

I recently had a problem trying to get tileindecies working with my mapserver
installation.  Every time I enabled a TILEINDEX I got an error message stating:

msDrawMap(): Image handling error. Failed to draw layer named 'roads'.
msTiledSHPOpenFile(): SDE error. Tileindex layer must be a shapefile.

It turned out that having a LAYER with NAME and TILEINDEX fields the same, i.e.
I used "roads" in this case, was causing the error.  After posting my discover
to the mapserver-users list, someone suggested that I file a bug about this.  It
may well be intended behavior, but the error message was sure confusing.
