Add RESOLUTION parameter to map file.

Horst.Duester@bd.so.ch requested the ability to change the output resolution of 
maps in situations where non-CRT display might be used (i.e. PDF). Should be 
rather simple and requires the modification of the scale calculation function. 
Default value should remain as 72 DPI.
