Overview
This change adds a new version of the DWG Load Procedure resource schema.
Motivation
A new DWG load procedure XML document is required to support some third-party tools. Because the DWG load procedure document is stored in the repository the schema must be made available to the server.
Proposed Solution
Add a new file, LoadProcedure-1.1.0.xsd to the Common/Schema folder. The contents of this file will be the same as LoadProcedure-1.0.0.xsd except that the version will be 1.1.0, and the DWG load procedure portion of the file will be modified. This is enough to get the server to store DWG load procedures in the new format in the repository. The new DWG related schema is shown below.

Test Plan
There were no unit tests to test the dwg load procedure. No new unit tests are planned.
