AJAX Viewer legend icons are loaded even when legend is disabled or collapsed

Description

Create a basic layout, and disable the legend panel.

Load the layout in the viewer, and observe the network traffic using a tool like Fiddler. GETLEGENDIMAGE requests are still issued to the MapGuide Server, even though the corresponding icons are never displayed.
