Service shutdown should abort all r/o rendering operations

Description
Currently mapguide doesn't respond to a server stop signal immediately, but it waits to complete all the current requests.
As discussed in #722 ideally the server should abort (r/o) rendering operations
Potentially the abort time could be configurable, i.e. to abort and exit after say 30s

Changed to enhancement, as the current behaviour is as intended (even if it's wrong) :)
