AJAX Viewer does not attempt to reload broken tiles when RefreshMap is executed

Description
When viewing a tiled map in the AJAX viewer, if a tile request fails for some reason, the only way to get the tile to reload is to reload the entire browser window. This reverts to the initial map view, which can be frustrating.
Calls to RefreshMap should reload tiles, and retain the current view.
