These new APIs are reserved for use in the .net binding as those assemblies are modular enough to be used standalone outside of a MapGuide web application.
The PHP/Java APIs do not have this quality (they are both monolithic bindings), so having these APIs exposed is pointless.

I don't see any references to these APIs in the SWIG java/php glue sources
