Description
The current server test suite (excluding slow CS tests) has 5 failures.
As we start to ramp up dev work again, we should fix all these failures first.

Fixed r9445 and r9446
There were 3 failures in TestSiteService, but they turned out to be false positives due to an already running MapGuide Server instance on my dev machine that caused some unwanted crossing of streams.
