WebLayout missing MapTip tool when upgrading

Description

If you take an old WebLayout (pre-2.6 - in my case v2.2) that's on a 2.6 server and open it in Maestro, it's missing the MapTip tool and also the ability to add it (it's not listed as a "built-in command"). I think that the result of this is that old WebLayouts won't show tooltips correctly. In my case, if I created a new WebLayout with the same map as the old layout, the tooltips worked fine (and the maptip command is available).

I'm attaching the XML for the WebLayout in question - this is the upgraded version, but is missing the MapTip command and has a problem showing tooltips (possibly as a result of that).

In 9117:

Ensure MapTip is in the command set when upgrading a Web Layout document.

Also fix adding of built-in commands to also include MapTip if the Web Layout is >= 2.4.0
