Don't copy SVN metadata for web tier files

Description
RFC111 introduced SVN metadata for web tier files allowing for easy out-of-band content updates with a SVN client.
However, this feature has proven to be difficult to maintain and be used by users due to the need to tie to a specific version of SVN (1.6) and the fact that SVN has different working copy formats depending on version.
It is too much pain (on my part) for the supposed gain, and based on an informal user poll here (http://osgeo-org.1560.x6.nabble.com/IMPORTANT-Do-you-use-the-SVN-metadata-feature-on-Windows-td5136926.html), not many users are taking advantage of this feature anyway.
So for the benefit of all, it is best if we remove this feature altogether.
