Chrome 29/30 Basic layout: legend pane at the beginning does not respect its height

Description

In Google Chrome 29,30 using basic layout, legend pane at the beginning starts very small, without respecting its height. See the attached image in which is clearly visible the scrollbar.

All works correctly in Firefox 25 and IE8

The same happens also if property pane is disabled (as in the case of the attached image).

The proposed patch seems to solve the problem.
