Remove/Detach BaseMapDefinition element if deleting last finite scale or group

Description
When deleting a finite scale or a base layer group from the Map Definition editor, it should check if this results in an empty BaseMapDefinition element. If so, then the editor should just remove the element itself, thus avoiding a content model error when being saved.
