Legend is not correctly displayed in both basic and flexible web layout

Description

It happens when a layer has composite styles and rules, and each composite rule has a legend label. In flexible web layout, the legend icon is always raster layer icon. In basic web layout, the legend icon is correct, but the legend label is always the label of first coposite rule.
