MgCooker missing basegroup parameter from commandline

Description

When MgCooker is invoked from commandline it ignore the basegroup parameter and create the cache in all basegroup. This behaviour doesn't allow the cache generation been done per scale per basegroup using the generated bat file.

Fixed trunk (r7525) and 4.0.x (r7526).
