Description
Certain datasets are causing problems in the buffer generation. E.g. Iceland at 1000000 km Norway at 1000000 km Russia at 1000000 km Europe at 1, 100, 10000, and 1000000 km

These changes were done by Dan Stoica. Improvements have been made to buffer performance of complex geometries and large offsets.
