Better printing capability

Description
Unfortunately we are experimenting a very bad feedback due to a problem on Quick Plot: printing scale is wrong and it is dependent by the browser; we have made a lot of development on Ajax Viewer and we can't turn to fusion in a short time. Potential user refuse to have a web mapping system with this problem.
It should be great to have a printing function that:
- renderers in right scale
- generates pdf
- allows to include a recatngle with logo and some text
- allows to include legend in a fixed dimension rectangle. User should be able to select which layer to include in the legend.
