Frame load errors in web studio do not change progress indicator to "completed" state.

Description
When a page within a frame in web studio cannot be loaded, the progress indicator (dots moving in the square) is still visible.
For example, in 1.2 RC2 on the default IIS, previewing a layer remotely results in "page cannot be found". When this happens, the Preview pane continues to show the progress indicator, even though the page has completed loading (albeit to an error page).
