"Select File" "Select Folder" dialog boxes empty

1. create a new resource
   
2. default > feature source
   
3. select SHP provider
   
4. select "Unmanged File"
   
5. click on file or folder icon right to the text box "Folder or File Path"
   

Result: dialog boxes do not contain any folders, it is not possible to browse to a specific file or folder

Expected: dialog boxes show folders of local file system
