To facilitate the "roll your own LocalNative provider" approach for Maestro 5.0, we need to be able to template out the LocalNative project and include that in the SDK output.
The final setup should be such that all the end-user has to do to roll their own LocalNative provider is to sign the MapGuide API binaries using the provided signing utility, drop them into a specified directory, and run a build script to produce the LocalNative provider assembly
