Description
Create a map, add a group, then place a few layers in that group. Try to reorganize the order - you can't. You can't drag them into the desired order, or use the up/down icons (which are disabled). This works in v1 and v2.

Doing this implicitly changes the layer draw order of the map. Actually the order the layers are presented in a group is their draw order. You can see this in v1 and v2 when you do it.
These buttons are disabled for a reason.
