Mapguide Maestro 2.1. Validating a layer with scale ranges not in the correct order reports them as overlapping

When the first scale range is not the smaller, the ranges are reported as overlapping even if they are not.

Tipical example, 2 scale ranges, the first from 10000 to Infinity, the second from 0 to 9999.

Manually modifying the xml to invert their order makes the layer pass the validation
