Description
When the first scale range is not the smaller, the ranges are reported as overlapping even if they are not.
Tipical example, 2 scale ranges, the first from 10000 to Infinity, the second from 0 to 9999.
Manually modifying the xml to invert their order makes the layer pass the validation
