Remove the mandatory reboot requirement for newer versions of windows

Description
It has been determined that with newer versions of windows, the MENTOR_DICTIONARY_PATH environment variable can be set and be picked up by the MapGuide Server without needing to reboot.
As a result, we can remove the mandatory reboot for versions of windows after a certain version. We just have to figure out what this version is.

Tested installer on Windows Server 2003 and the MapGuide Server sucessfully started after ignoring the reboot request. I guess the problem only affects XP and older, so we can remove the reboot requirement for Windows Server 2003 and above.
