DWF Viewer: Printing from DWF Viewer sometimes misses last layer from legend

Description
This defect applies to the print command included in a web layout displayed using the DWF viewer. The code to determine if a layer will fit in the printable legend image is not quite right. This results in the last layer in the legend sometimes being incorrectly excluded from the print preview and resulting printout.
